Key Information for Investors

The Golden Visa (ARI) Program has been a cornerstone of Portugal's residency-by-investment initiative, offering international investors a streamlined path to residency. Recent updates introduced by the AIMA, the Portuguese Immigration Authorities, have brought significant changes to the application process, particularly for those awaiting biometric appointments.

To address delays in applications submitted in the last years, AIMA has restructured the process to improve efficiency and reduce wait times, which focus on altering the order of the steps of the application proceedings. Here’s an overview of the previous process compared to the new updates:

Until January 15th, 2025:

  1. Online submission of the application on the designated portal.
  2. Pre-approval notification.
  3. Notification to schedule the biometrics appointment.
  4. Submission of updated documents during the biometrics appointment.
  5. Final approval and payment of the golden visa card.

Since January 15th, 2025:

  1. Online submission of the application on the designated portal.
  2. Request for updated criminal records and other documents not valid at the time of initial submission – Where we currently stand in the vast majority of cases.
  3. Notification for biometrics appointment.
  4. Presenting the original documentation already submitted online and payment of the golden visa card during the biometrics appointment.
  5. Issuance of the card within 90 days.

In addition to promising significantly faster response times, they are allowing the resubmission of previously submitted documents (provided they were valid at the time of submission), except for criminal records, which cannot be waived due to national security standards.

In a quick summary note from our previous communications:

1. Documents Needed

  • Documents submitted with your original application can be resubmitted if they were valid, duly legalized (apostille or authenticated at the embassy/consulate), and either issued in Portuguese, English, French, or Spanish or translated to Portuguese (if possible). However, even if compliant at the time of submission, criminal records must be reissued to meet AIMA’s updated requirements.

2. Deadline

  • AIMA has not specified a strict deadline, but a general legal timeframe of 6 months from the date of the notice should be respected.

3. Validity of Documents

  • All resubmitted documents will remain valid until the biometric appointment date, provided the appointment is attended as scheduled.
  • If the biometric appointment is rescheduled, additional updates to the documents may be required.

4. Biometrics Appointment

  • Notifications for biometric appointments are expected to begin on January 15, 2025.
  • Appointments will start approximately 30 days after notifications.
  • The timeframe between notification and the biometric appointment date will range from 30 to 90 days.
  • Appointment locations, without the possibility of choice. Locations may include any region in Portugal, including the islands.
  • Justified absences (e.g., medical reasons) will allow for rescheduling.
  • Biometric fees will be collected during the appointment at the standardized rate and international credit and debit cards will be accepted.
